Unable to collect

I sent money to a "friend" over seas, i under the friend selection , he says he can not accept it for some reason. Its been 5 days since i sent it, how do i find out if it was accepted or not so i can cancel it?

What does it say next to the transaction in your paypal account is it pending or completed and if pending is there a cancel option.

It says completed

But does that mean its been collect by the person, or that its there to be collected?

If its completed your end and he can't claim the funds for any reason then you can file a dispute for non receipt of item to get your funds back.

If its unclaimed his end then it could be a currency issue or his email address has not been verified etc.
