Unable to Complete Send Cash Transactions

Sending cash to friends in USA, I enter email and amt and continue and it gives me one of two error messages
1. Sorry this recipient can't accept payments right now, or
2. Sorry, we weren't able to complete your payment at this time.
When it says “right now” or “at this time” what it means is “we can’t send cash to this email address ever”. Customer Service tells me there’s no record of any such transactions, but that’s because attempted transactions fail to complete, i.e. there is a problem. CS also says there’s no problem with my account, and there may be something about the email addresses that make the transactions unacceptable, but will provide no details as to why or processes to fix any concerns. Can you help me with this?
