URGENT: Problem with Payment

Hello All,

PayPal Seems to have no real help channel for personal accounts, no Online Help, no Telephone Support  not even e-mail support, which is very frustrating. 

This morning I received an online payment to my PayPal Account  

I wanted to pay using my Paypal Balance for Online Payment. Even after I followed the advise I found on the community (Settings > Payments) I could not find any option for using my PayPal Balance for online Payment. The only option is using my Debit/Credit Card. 

 

Can any body tell me why I cannot see an option in PayPal Settings to pay using my PayPal Balance? 

 

Does anyone know a way to get real Support from PayPal Customer Service?
