URGENT GLITCH: Cannot send payment (to the Philippines) screen to select payment method is blank

This is extremely frustrating.

 

I sent a payment successfully to the UK today.

 

I then went to send 2 payments in the Philippines. No matter what option I select (gift or paying invoice) whenever I pass the contact select screen and move to the choose-a-payment-method screen, it's just blank. I've tried in ten times. Blank each time. Tried 2 different emails (I have 2 payments to send). Blank each time. Worked fine for my UK friend. Don't know if it's overall broken or not.

 

I am sending from New Zealand if relevant.

 

Today for the first time I had the option to choose whether to send as a friend or whether to pay as an invoice. Coincidence? Did that update break the payment system? I am unsure.

 

No idea how to report this or how to get it fixed. It's extremely urgent.
