Trying to sign up for Netflix subscription, PayPal says they can't set up pre-approved payments.

I just signed up for PayPal today and I decided I wanted to get a Netflix subscription. However upon signing up for Netflix and choosing the PayPal option, I am given the message "sorry we are unable to set up pre-approved payments at this time." 

I have confirmed my email, my phone number, even linked my card through my bank, yet I am still given this error message. How do I resolve this? I also contacted PayPal customer service but they just sent me an automated message.
