I have paypal linked to my web site for clients to make payments to me. Today when someone click the "pay now" tab, this message keeps coming up. It even shows when I click the pay now tab.

As you have not added your country to your community profile or said in your post then we can't help at the moment (Paypal varies a lot country to country).
So your best bet is to contact customer services.
