Trying to confirm who I am. Impossible, apparently

I have a PayPal account with two linked credit cards and a linked bank account that has been verified with the small withdrawal/deposit methods from PayPal. Now, trying to use the account, I cannot send money. I have tried to send my wife $20, and a screen pops up wanting to verify who I am. Choices are text or phone call from PayPal. Either way, it does not progress from that page in a normal way. It says that I need to call PayPal. I have done that a couple of times, with no positive results. How do I fix this?

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.
