Transfer to a friend using paypal balance

Hey community, I have a friend who just created a paypal but does not have a bank account so they can not link one. 

1st question can someone send her money using her email account? 

2nd question can she transfer the money to another paypal user using the paypal balance in her account without having a linked bank account?

Yes, to both questions but eventually PayPal will ask that a bank account/credit card to be added and confirmed to verify one's account to comply with regulatory requirements and to lift spending, receiving, and withdrawing limits.
