Transfer refund back to my bank?

I received a refund for an item that I was trying to buy on ebay.  In my recent activity I see the refund from Dec 8th.  I do not see a subsequent transfer back to my bank.  The help articles state that I should see a "Balance", but I'm not seeing that anywhere on the site.   Not even one that says $0.00.  Beneath the balance (again doesn't exist) I should then see a Withdraw button.  I'm not seeing that anywhere.

I'm on an updated Chrome browser. 

I only see Send and Request options.  If I go to the Send, I only have three options Name, email, or Phone number.  None of those will get the money back to my bank of course.  I have a linked bank account, but just no Transfer to Bank option anywhere.

Issued refunds are returned to original funding source. Arrival times may vary:  

- Bank payments, 3-5 or 5-7 days, depending on your bank. 

- Cards, about a week, up to 30 days depending on your issuing card. 

- PayPal balance, fairly instant. 

- Split payments between PayPal balance and card/bank, see above.

If it is to be a bank refund, shouldn't I see the transfer in pay pal even if it won't arrive in my bank for several days?
