Transfer money to a friend / seller

Dear Paypal,

i wanted to send my friend / seller some money to buy something but it says pending.

i sent it 10 february. It didn’t send and stayed at “pending”. Then i emailed paypal to give me my money back so i can try again giving my friend / seller some money. They gave it back and i sent him the money. It still says “pending” and my friend didn’t receive anything. Can you help me or make him receive his money i wanted to send?

I am from the Netherlands i sold a game item for 200 usd and (my friend) stranger, bought it off of me i dont know where he is from.
