Hi, I was trying to hire my developer but they, Upwork, told me paypal billing method was declined by PayPal.com. And they suggested to contact Tie Agent and figure it out.
Could you let me know why it had happened? Also, I would like to know how to solve this problem out.
For more details, I was trying to pay $100 for milestone and $3 for 3% fee that I would have to charge for posting. And there are $108 in available funds of my paypal account. So I thought that charge failed wouldn't be happened. But it did happen and Why?
I'd be really appreciated if anyone reaches me out asap and let me know how to do that.
