Transaction reads that money has arrived but payee has received a message that payment was declined

I have set up a paypool and someone has paid in their contribution but they then received an email saying that payment has been declined. On my end it looks as though the money is in the pool (although I have not yet transferred it out). Is this ok? Have I actually received the money
