Transaction on hold

Hello, I recently created an account and sent money from Jordan to the USA to a family member and the transaction says “Money Sent”. However, the money on the other end is on hold and customer service said that I should try again and use personal payment to family or friends and I can’t find that in the app. Can someone please explain why this is happening and how can this problem be solved quickly without needing to send the money again?
