Transaction issue

A payment was made to a vendor via a bank card in the amount of $3500. The bank states the payment was matched/paid.  I requested a return/refund of the funds via paypal account, the vendor agreed to return the funds, but when attempted to return/transfer funds back to me via paypal-error message said that there is an account issue and will not allow vendor to transfer/return the funds to my paypal account. I updated all my account information.  I don't understand what the issue is-someone please help me
