I called Paypal to ask about transferring money to a merchant in Russia. He said there's a memo stating "due to financial regulations, there's a restriction on transactions to Russia". It is odd because 2 weeks ago i called Paypal asking about a Singapore to Russia transaction and wasn't told about this memo.
