Transaction denied

HI!

My friend is trying to send me money .... this is the first time I am receiving money through Paypal... 

but he gets: Transaction denied.... 

I have seen all the suggestions through HELP.. but all should be fine.. 

What I could do ? 

Even though  I live in Egypt my bank account and address for Paypal are in Finland...
