Did you use the friends/family option to send the money as it looks as if you did???

If you did then you need to email the 'wrong' email address and ask if they will refund the money but sadly you can't force them to do so.

If you used goods/services then open a dispute for non receipt of item (but i suspect you didn't pay that way)?

 

Lastly see if your bank will help but i suspect not as it was a debit card.
