This payee only accepts PayPal payments through its website.

I am trying to receive a small refund from a seller in China. When he tries to send me money he gets this message: This payee only accepts PayPal payments through its website. To complete this payment, go to its website and follow its instructions, or send an email to the payee for instructions.

I have looked at my settings and no clue why he can't send me a refund. Is it on his end?

Why is he 'sending' you a refund.

If its within 180 days of your paying then all he has to do is click on your transaction in his paypal account and use the 'refund' option at the bottom of that details page.

I did not purchase through paypal. Seller wants to send money $18.62 for item that broke. It's easier for both of us to just sent me the money back.
