The seller will ship the items 21days after I paid him through Paypal Invoice

I am buying shoes from an online seller in facebook. I will pay him $8000 through Paypal Invoice. But he will ship the items 21 days after I pay. He said he ships it in 21 days because his funds will be hold for 20 days. Can I still get a refund if ever he doesn’t ship the item after 21 days? Please help me asap
