The person who received paypal request can cancel?

I've sent paypal request to my customer. But After that I've received message from paypal.

Paypal said the customer cancelled it. This is my first experience, so I was very surprised.

Can the person who received paypal request can cancel it?

Thank you for your post! I'm sorry to hear that a customer opted not to pay a money request or invoice. An invoice or money request is simply a request and the person who receives that request can always opt to pay or not pay the request. A seller should only send an item upon the payment in full of any request or invoice.
