It could have something to do with the exchange and fees. After the exchange rate and fees are calculated, the fees are more than the amount you want to transfer.

If you are withdrawing in AED, the fee is 20.00 AED, if withdrawing in USD the withdraw fee is $5.00. Not even factoring in the exchange rate.
