I'm sorry that there's any confusion about making a bill payment. What type of bill are you trying to pay? Is it a bill for a PayPal product such as PayPal Credit or maybe one of our credit cards? Which one? Or are you trying to pay a bill from a merchant? If it's a merchant's bill, are they sending you an invoice through PayPal, or asking you to send payment to an email address? Does the merchant accept PayPal as a payment method?
