Supplier can't access funds sent

Funds have been sent to and international (CHINA) supplier's account and payment details show that Paypal has debited my account and confirms SENT.   Customer says that funds are "frozen"  and they cannot access the payment to them.  How can I un-freeze so that suppler can access the funds?
