Suddenly I can no longer receiver payments - Albania

I create apps for Samsung's Galaxy Apps and have been receiving  the generated revenue through Paypal for months now until August, when I got an email notification from them saying this:

"Last month, you were to receive the calculated payment. However, the remittance has failed and the bank has notified us to reconfirm your financial information.
The reason for the fail of the remittance is as follows :
Unable to recieve by local regualtion : Albania"

I do not understand what I should do now.
