Stimulus check

I live in hungary now and I heard that I can cash out my paper stimulus check on paypal app. However, whenever I installed paypal app and checked more option. There is no cash a check option. Is it because I installed the paypal app in hungary? If it is, is there a way I can cash a check in paypal website?

I have the same issue in the Netherlands. I tried to contact Paypal support but it was no help
