My friend from U.S. is sending money on my account but he said he cannot send the money on my account because I need to have $50 on my Steam Wallet before he send it. Does it really necessary? Or do I need to have maintaining balance on my account for him to be able send money to me?

I sincerely apologize that I am a little confused by your question. On PayPal, you do not need to have anything in the PayPal balance in order to send or receive payments. I cannot answer as to whether or not you need a balance in your Steam account to receive payments there, and I would encourage you to contact Steam support directly if there is an issue receiving payments there.
