whenever i try to buy something that message pops up is there a fix?

As you have not added your country to your community profile or said in your post then we can't help (Paypal varies a lot country to country).

However have you confirmed the card with the 4 digit code?

Are there funds on the card to enable the confirmation?

Is it a card accepted in your country?
