hello i want to donate to doctor from Egypt but  I'm getting this error trying to send money

Sorry, this payment can’t be completed due to regulations.

( 25euro) I have balance in my viza 250 euro

1. My paypal is verified, with viza card

2. There is nothing pending on the account, refunds or whatever else

I really don't understand why this is happening.

the link appears to be broken for some reason and this is exactly what I was trying to learn about. I too am being denied due to regulations.
