Something Fishy with PayPal how do I complain?

I pay an item in Japanese Yen just yesterday, I certainly select to pay in Japanese Yen WITHOUT PayPal conversion. I even select it twice, after I abort my first payment just to make sure the details I am submitting are correct. I get confirmation from the seller website, but no email, record in PayPal website, until about one hour later: WITH PayPal CONVERSION! I don't know where to complain, definitely I don't have any evidence that I selected no conversion option other than my own word that I make sure that I select the conversion option off. What a bummer.
