Can I ship paid parcel to another address that buyer provided and still be protected under PayPal. It’s not the address listed in there payment area.

For paypal seller protection you have to ship the item to the registered paypal address of the buyer at the time of payment.
If she wants it shipped to another address then refund her and tell her to add another address and pay selecting it.
You will lose 30 cents on the refund.
Advice is voluntary.
