Shipping status still pending and seller hasn’t been responding

I recently bought an item last week on 10/22. When I noticed that the delivery status hasn’t been marked “shipped” for a week I have been trying to contact the seller but I received no response. The estimated time of delivery would be November 23rd but leaving a customer’s inquiries and concerns unanswered is very unprofessional and shady. I am already thinking of requesting a refund at this time. What action must I take first?

Scammed buy sellers and Pay Pal. Was told by pay pal sellers showed proof of delivery, but never produced proof to me. Neither did pal pal. Then pay pal closes case abruptly. I'm seeing a reacuring trend here with pay pal a substandard services. *bleep*
