Sent $ to wrong account. How can i cancel or request a refund?

I send money to a phone number not the intended party's email like i should have and it went to a strangers random account. I see it shows completed and not pending to where I can cancel it. I will Call PayPal in the morning. But, is there anything I can do now, other than email the account holder (already done)? Thank you in advance!
