Sent payment to wrong address will I be refunded

Sent payment of 130.00 to a wrong email address of a seller I have contacted the owner of the eamil my payment was sent to but to no avail I'm unsure if payment is pending and can be stopped asap or if I have to file a dispute could ibhavebsome info on this situation please

Sent payment of €1384.99 to the wrong email ID too. Still hasn't been resolved to date. PayPal phone lines are not working and customer service staff in India don't seem care. Can anyone help us please.
