Sent payment by friends and family, money got deducted from balance but isnt appearing on activites

I sent 41.33 Euros to an Email by friends and family. i confirmed email was correct and it showed that payment was sent.
However it didnt appear in "activities" and he didnt receive anything
Worse it deducted the amount from my balance
I tried sending 1 cent after to same email and it didnt work

Tried one more time but this time it went through

If its showing as SENT then it has successfully completed to that email address / paypal account.

Is it a mate or family member?

Only if not its a scammers trick to get you to send that way for goods purchased and then pretend that they never received it knowing that as it was an f/f payment you negated your buyer protection.
