If you sent it as goods/services then open a dispute for non receipt of item as that person has nothing to send you but do NOT open one for unauthorised as that would be telling paypal you were hacked and did not make the transaction (when you did).
If you paid via friends/family then all you can do is reach out to the person you sent it to and ask if they will refund you.
Sadly neither you nor paypal can force them to do so, paypal can't help themselves to money from a legal account that was voluntarily sent as a 'gift' payment.
Advice is voluntary.
