Sent Money, Received, Unaccepted

I was speaking with a friend and he needed some extra money to pay for his college dorm. I sent im 75 USD. He was attempting to accept it, but it wouldn't allow him because his information wasn't verified. He tried updating his information, and it wouldn't allow him. They said to call to update information, and he didn't call. He wants to give it back because he can't transfer it to his bank. I attempted to cancel the payment because he said he still has the option to accept it, but on my side it isn't pending. When disputing payments/requesting a refund, the only option we're given is to dispute an unauthorized payment.

 

What do we do to get my money back?
