Sending to a Friend

Hello,

I'm trying to send money via the Sending money to a Friend option but that option does not even exist for me. I can only send money as Paying for an item or service. I would like to know why this is the case. I am from Serbia and my friend is in Germany. I have the account (personal) since 2014.

Friends/family option is not available in every country.
