Hello!
I am trying to send money to a relative in Russia through PayPal, but when I try to send the money to them, there is a fee I need to pay, despite the fact that my relative's account is personal.
How do I send my relative money without having to pay a fee?

Doesn't matter what account type they have.
Friends / family payments are free but only if funded via bank account or balance BUT you will pay any currency conversion/cross border fees.
Advice is voluntary.
