Sending money overseas

I was wondering, if anyone has sent money to Ukraine cause I want to help someone for Christmas but they seem to think that there's a ban on the withdrawal of funds there?

The option to 'receive' paypal payments is not available in the Ukraine.
They can only 'send' payments for purchases.

Click on the link below and select the country you want from the drop down list for options available in that country.
