Sending money internationally/ of different currencies

Let’s say I (USA/USD$) have someone in South Korea (KRW₩) that needs to send me money. They will be using a PayPal set up in Korea that may or may not be linked to a South Korean bank. 4 things: 1. Is it even possible for them to send me this money? 2. Are there any fees and if so, who is charged these fees? 3. Are there any regulations in Korea or the us that we should be aware of? (Ie. amounts over $1,000 sent must be claimed... uhh somewhere? Taxes maybe?) 4. What’s the exchange rate like and how is it determined? Thank you so much in advance
