Paypal back at it again with it's complicating bs... anyways, im trying to send money back to the original recipient without linking any of my banks or credit cards... i just want to send the money back to the original holder.
As your paypal fee is no longer credited back when you issue a refund then you would need to have the full refund amount + the amount of the fee before you could issue a full refund.
