Sending ff to US from the Philippines

I am sending US $10 via friends&family. My account is here in the Philippines and I am using my Paypal funds (not credit card, etc). Paypal is charging me around $5.50 fee for this US $10 transfer. Why is this fee so big? Is this normal?
