Sending an invoice

I want to send an invoice to Sarah.

She gave me her PayPal information as: <removed>

When I go to this link it seems that I can do is send her money.  When I click on invoice, I get routed to my account.

Is it possible to send her an invoice using the link she gave me or do I need an actual email address?
