I can receive balance. But it shows that i had to wait for another time ( were not able to complete payment at this time. Please try again later ) to send balance, but its been all day. What's happening with my PayPal ?
Paypal is 'country specific' so advice often depends on what country you are in. As you have not added your country to your community profile or said in your post then we can't help at the moment.
