I tryed to send the payments all I see a blank page. Clearing the cache, using another browser nothing change

Please help

What country is the seller in?

Are you funding your paypal payment via a confirmed credit card which is the only funding source for your country.

Hi Seller is from Russia. I am from Ukraine My cards are ok I have made payments before, the problem show up only now

May be to do with the sellers account as I believe they have to have special I.D requirements to accept international payments etc.

It is not that story. Sales account is fine, they can receive payments from all the world..
