Seller unable to refund due to “Funds on Hold” - advice?

I recently made a purchase and paid the seller on eBay via PayPal using my Credit Card.
By mutual agreement due to a mistake in the listing, the seller needs to refund me the full amount paid but cannot as the payment shows as “Funds on Hold” - they have low feedback, so I’m guessing that’s why.
as it’s not an eCheque, I cannot cancel the payment from my side either - it shows as completed.
How can they refund me or cancel the payment I have made?

They can't refund pending funds BUT they can refund you from their bank account and then that will be paid back when their pending funds clear.
Advice is voluntary.
