Seller says they are unable to refund my money

I sent the seller money and PayPal automatically converted my usd to euros because of their location, but when they received the payment they said they need me to send it in USD. This is not a problem for me, I told them to refund me the money and I will resend it. Now they are telling me PayPal isn’t letting the refund the money right now and they will try again later. I don’t know if this makes a difference but I didn’t send the money from my PayPal wallet, I sent it from my bank account connected to PayPal. The money hasn’t been taken out of my account yet because it usually takes A couple business days. Can they not refund me until the money shows withdrawn in my bank statement? Or I’m I being scammed.
