Seller has statement that saids his echeck cleared. not on my PayPal.

Thats about it. I bought something, sent it back and he says he issued me an refund but its not on my statement K

Allow a few days longer. It may have cleared the seller's bank but transactions are done in batches and has to go through bank interchanges/clearing houses on the way to PayPal and note that refunds go back to the original payment method used and may not go back to your PayPal balance, see the chart here on eta with refunds:
