Seller change their mind after purchase!

Can the seller change their mind after two weeks of the items it’s been paid? Just because they said it was too cheap?

If the seller does not keep their end of the bargain, then buyer must must seek a refund (or force a shipment by doing an item not received dispute) if an agreement can not be reached on the new price.
