Schedule outgoing payment?

A couple of years ago I asked Paypal support if it was possible to schedule a recurring outbound payment (send money to a friend).  At that time the answer was no (but it was apparently a frequently requested feature).

Has anything like that been added in the last couple of years?

Nope. Must remember to send the payment still. However, your friend can create a recurring/subscription payment button or email url to send to you to set a recurring payment which you can of course cancel from your end should the need be. PayPal fees apply to the recipient as its classified as goods and services payments.
